A ban is not a valid reason to change subscriptions. Your ban was most likely a TAC ban, so your own responsibility. Even if not, there is always a risk in cheating; so even if you were VAC banned I'm afraid we can't change your subscription because of that, only freeze it until the detection is solved.
Was it a VAC or a TAC? Please show a picture of your profile in steam community and one of your "Steam -> Settings -> VAC Status"
You have been TAC banned meaning that your ban was issued manually because of your playstyle. The cheat is not detected.
